In my first point, I could as well have have added, “and vice versa”.  An aim is a merit, a merit is an aim….just polemical acrobatics really. 

On shoes/socks, I was highlighting the question of sequencing as a critical relationship between categories.  Thusfar, you know how we tend to disregard what I called the requisites of federalism, what ever the project’s merit may be in generic terms or however sweet-souding the aims of particular federal projects may be. 

I did not want to go into the deconstruction of each of your 12 “merits”: I will leave it to you to go back to them and convince yourself about what you attempted to put across. 

Anyhow, even when we eventually spell out the generic merits of federalism, we still shall have to come back to the reality in Uganda.  Back to the example of shoes, we may well state the merits of wearing shoes compared to walking barefooted, but it is another thing to wear shoes while going to bed (probably with the anxiety that we might have a nightmare of walking through broken glass….)

Finally, tell us what the Odoki commission specifically states in regard to your claim that “Uganda is aspiring for a Federo system as you will appreciate.”              Lance Corporal (Rtd) Otto Patrick “THE SAME HEAT THAT MELTS THE BUTTER HARDENS THE EGG”
