Recession Worse Than Prior Estimates, Revisions Show

July 31 (Bloomberg) — The first 12 months of the U.S. recession saw the economy shrink more than twice as much as previously estimated, reflecting even bigger declines in consumer spending and housing, revised figures showed.

The world’s largest economy contracted 1.9 percent from the fourth quarter of 2007 to the last three months of 2008, compared with the 0.8 percent drop previously on the books, the Commerce Department said today in Washington.

The revisions were in line with past experience in which initial figures tended to underestimate the severity of contractions during their early stages, he said.

The report signals the process of repairing tattered balance sheets following the biggest drop in household wealth on record may be further along than anticipated.

Spending Slumps

Consumer spending, which accounts for 70 percent of the economy, decreased 1.8 percent in last year’s fourth quarter from the same period in 2007, exceeding the prior estimate of a 1.5 percent drop. Purchases also began sinking sooner than previously projected, registering their first decline at the start of 2008 rather than in the second half.

Treasuries headed higher after the report, while stock- index futures declined. Benchmark 10-year note yields were at 3.58 percent at 8:51 a.m. in New York, from 3.61 percent late yesterday. Contracts on the Standard & Poor’s 500 Stock Index were down 0.3 percent at 979.

Residential construction fell 21 percent during the period, almost 2 percentage points more than previously reported, aggravating what was already the worst slump since the Great Depression.

The Commerce Department also reported today that the economy contracted at a 1 percent annual rate from April through June after shrinking at a 6.4 percent pace in the first quarter, the most since 1982. The decline in the first three months of the year was previously reported as 5.5 percent.

Recession’s Start

Over the most recent period, the third quarter of 2008 underwent one of the biggest changes, going from a 0.5 percent decrease in gross domestic product to a 2.7 percent drop. The new reading better illustrates the effect the September collapse of Lehman Brothers Holdings Inc. had on the economy and credit markets.

2001 Recession Milder

The revisions showed that the 2001 recession < http://www.nber.org/cycles/cyclesmain.html> was less severe than originally estimated, reflecting a smaller decline in business investment. The economy actually grew 0.1 percent from the fourth quarter of 2000 to the third quarter of 2001, erasing the 0.2 percent drop previously reported.

Personal income was revised up over the last decade, after the government boosted its adjustments for the underreporting and non-reporting of income using more recent data from the Internal Revenue Service. The increases in the most recent years reflect gains from rents, interest and proprietors’ income. The government changed the way it accounts for natural disasters, such as Hurricane Katrina, eliminating much of the prior volatility in income calculations.

More Savings

Higher incomes and less spending translated into bigger savings. The savings rate for 2008 was revised up to 2.7 percent from 1.8 percent. The rate shot up to 5.2 percent in the second quarter, the highest level since 1998.

The government revised corporate profits down for 2006-2008 and up for 2004 and 2005.

Finally, Commerce shifted food services, which include meals purchased at restaurants or served in schools, out of the food category. As a result, the Fed’s preferred inflation gauge — which tracks consumer spending and excludes food and fuel — was pushed up by 0.2 percentage point for the three-year period from 2006 to 2008.

The costs of meals away from home are not as volatile as fresh food, the government said, and therefore services should be included in the measure commonly known as the core index.

The Rasmussen Reports daily Presidential Tracking Poll for Friday shows that 28% of the nation’s voters Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-nine percent (39%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -11 (see trends ).

Yesterday, the President hosted Cambridge police Sgt. James Crowley and Harvard professor Henry Louis Gates Jr., for a beer on the White House lawn. Thirty percent (30%) of voters nationwide give the President good or excellent marks for his handling of the situation. A Rasmussen video report notes that 62% of Americans believe race relations in the nation are improving. * *This is one aspect of race relations where white and black voters generally agree.

Consumer and investor confidence * *have both improved dramatically over the past week. Consumer confidence is now at its highest level since mid-June andinvestor confidence is at the highest level since July 2.

The Presidential Approval Index is calculated by subtracting the number who Strongly Disapprove from the number who Strongly Approve. It is updated daily at 9:30 a.m. Eastern (sign up for free daily e-mail update). Updates also available onTwitter .

Overall, 48% of voters say they at least somewhat approve of the President’s performance. That is the lowest level of total approval yet recorded for this President. Fifty-one percent (51%) now disapprove. A plurality of voters nowbelieve the President views American society as unfair and discriminatory .

It is important to remember that the Rasmussen Reports job approval ratings are based upon a sample of likely voters. Some other firms base their approval ratings on samples of all adults. President Obama’s numbers are always several points higher in a poll of adults rather than likely voters. That’s because some of the President’s most enthusiastic supporters, such as young adults, are less likely to turn out to vote.

Like America’s first soldiers at the Battle of Brooklyn, Michael Littlejohn is fighting for his right to bear arms.

The Revolutionary War buff charges the Bloomberg administration with tyranny for trying to seize his handmade flintlock rifle – a dead ringer for the weapon once used against the redcoats.

“This is the last legal gun that you can have without registration in New York,” Littlejohn said. “And yet Mayor Bloomberg is driven crazy by my flintlock gun – the one that won the American Revolution.”

Littlejohn fired the first shot when he hired a Tennessee blacksmith to recreate the vintage rifle. It arrived at his Sheepshead Bay, Brooklyn, apartment in June – followed quickly by city cops.

Police claim it’s illegal for Littlejohn to keep the flintlock without a gun license.

Littlejohn, 50, cites the earliest American patriots as his inspiration while refusing to surrender his firearm or apply for a license. The social worker is also clinging to a little-known exemption in the city’s strict gun laws. The loophole allows license-free ownership of “antique firearms” – defined as rifles that require the bullet and gunpowder to be loaded separately. Littlejohn’s rifle appears to fit the bill. Loading the weapon, he explains, is a multistep process that takes several pokes with a ramrod and up to a minute to complete. To fire, the rifle relies on a sharpened piece of flint that produces a spark when the trigger is pulled. That point is moot, Littlejohn says: He doesn’t own gunpowder or bullets. That’s not enough to make the NYPD retreat. The cops visited Littlejohn’s apartment and sat down this month with the Tennessee blacksmith who forged the rifle. The lead detective on the case told Littlejohn’s lawyer that he had orders “from higher-ups” to pursue the case, according to an e-mail the lawyer sent to Littlejohn. Littlejohn’s interest in the Revolutionary War dates to his childhood. He grew up playing tag outside the upstate Newburgh house used in 1782-83 as Gen. George Washington’s headquarters. As an adult, he joined in Colonial American reenactments in Virginia and Georgia. The NYPD learned about Littlejohn’s $825 rifle when he left a receipt inside a Staples copy center, prompting a call to the cops. Cops aren’t threatening to arrest Littlejohn – yet. Lawyer Joyce David, who represented Littlejohn until it became too expensive, says her ex-client could wind up with a summons. A police source says the war could end peacefully if Littlejohn applied for a permit with the NYPD handgun license division. Littlejohn would rather fight. The Brooklynite says he’s willing to sue for his rifle rights.

U’ll Work Alone – Cops Tell Kayihura – Guilty or not?

What I find interesting how did the police acquire their wealth? How much are their salaries? What are their taxes if any?

Of course transparency and accountability will be opposed and resisted by many powers that are, but should we give up to having a moral, ethical society or public employees who have integrity? What are the tenets of the Police Force in Uganda? What are the policies for law enforcement and security personnel?

If they worked so hard, then they are to be applauded.

If they are honest and acquired their gains by honest means, congratulations.

if they do not engage in bribes then that is good, for they hold so much power over the common man and woman.

Good! Then we shall have half baked graduate constables who can atleast try to look beyond their noses when the going gets tougher. Sooner or later, things are bound to happen for the better.

Its absurd that an officer can say these words just because they are being put on check mate to evaluate whether they are serving the people as per what is required of them. So if you have got rich fgrom the force why make noise if the money was made in the right way. But unless they are quilty then they have worry to be arrested.

Arrest them Kayihura and let them face the law that they are misuing.

Over 1000 police officers have threatened to flee the force if the IGP Major General Kale Kayihura continues subjecting them to public humiliation. This follows public arrests ordered by the IGP after he got numerous complaints from the public that senior police officers illegally evict them from their land. “We are officers and he should give us respect? Suppose the President arrests him infront of us, how would he feel? We have lost respect amongst our juniors and in the public.People no longer respect us. So what are we doing in the force we shall resign and he works alone,” charged officer one of the officers. Other officers contemplated on asking for an annual leave, which chance they would use to escape.Some officers revealed to Red Pepper that they will apply for an annual leave and will not come back. “We have got enough wealth from police and we can not accept to die in jail for no good reason so we shall flee after all he has started only his cronies,” a visibly angry Cop retorted.</table </html
